# Cantwell Proposes Pre-Release Audits for Frontier AI — Principles, Not a Bill

The ranking Democrat on Senate Commerce just published the most detailed frontier-safety blueprint yet from the senator who would chair the committee that writes AI law if the chamber flips. It is a **framework of principles**, not bill text.

On **October 7**, Sen. **Maria Cantwell** (D-Wash.) released a **six-principle** frontier-AI governance framework. It calls for enforceable federal safety standards developed by **NIST** covering AI-enabled cyberattacks, chemical, biological, radiological and nuclear threats, loss of human control, and "autonomous agents escaping secure testing environments," and says covered models "should not be released until they have undergone an independent audit."

## What the framework proposes

Beyond pre-release audits, Cantwell's outline proposes continuous government and independent testing, financial-statement-style audits of developers, prompt reporting of incidents including loss of control over autonomous agents, liability under existing civil and criminal law for foreseeable harms, whistleblower protection, specialized standards for open-source models, child-safety protections, and a US–China crisis channel "like the Soviet era red phone."

**The Seattle Times** reports that penalties and the shape of a third-party auditing body remain unresolved. Cantwell says legislation is imminent. Senate Minority Leader **Chuck Schumer** backed the proposal; Microsoft's **Brad Smith** praised it. Congress has not advanced comprehensive AI legislation this year. Cantwell would be in line to take the Commerce gavel from Sen. **Ted Cruz** if Democrats win the Senate in November.

## A separate poll, same day

Separately, a **Reuters/Ipsos** poll that closed **October 5** — carried via **CNA** syndication of the Reuters text — found **57%** of registered voters say the Trump administration is not taking AI risks seriously enough or at all, **54%** say the same of Congress, and **62%** say AI could get out of control and risk humankind's future. The poll did **not** ask about Cantwell's framework; the two stories share a news cycle, not a questionnaire.

## Marker for 2027, not a rule

Pre-release independent audits and agent-escape incident reporting would turn practices labs now do voluntarily into a gate on shipping. That is the stake. But this is a minority-party framework with no text, no penalties and no defined auditor — a marker ahead of the **November 3** midterms and a possible 2027 legislative fight, not a rule.
