# Meta and Sierra Announce Personal Agent Protocol — No Spec Yet, OpenAI Outside

Personal agents now reach millions of users. The bottleneck is no longer the model — it is whether merchant sites will let the agent in. Meta is co-authoring the handshake.

On **October 6**, Sierra co-founders **Bret Taylor** and **Clay Bavor** announced **Personal Agent Protocol**: an open standard that **Meta and Sierra** are developing with **Genesys, Instinct, Rocket, Shopify, Stripe and Walmart** (Sierra's partner list). Under the design, consumers choose what access their agent has (read-only or write) and companies set what agents may do. An agent discovers options on a company's website and starts a session for its user — guest or signed-in. The session is built on **OAuth** and carries across channels, then completes tasks via the company's website, its APIs (MCP, OpenAPI) or the company's own agent.

There is **no published specification yet**. Sierra plans to publish a **v0.1** later this month, plus design workshops and a reference implementation. Possible later extensions: finer-grained permissions, push notifications and payments.

## Who is in — and who is not

Taylor, who is also OpenAI's chairman, told CNBC "it is kind of chaos until such a standard exists," and said companies will know when they are dealing with a personal agent rather than a person. He said **OpenAI and Anthropic are not on board now** but he expects them to participate.

**TechCrunch** lists a partly different partner set that includes **NiCE and Decagon** (and omits Shopify/Instinct). Use Sierra's list as primary; attribute NiCE/Decagon to TechCrunch.

Meta's **David Singleton** told CNBC that **Muse has millions of US users** — Singleton's claim. That is the product this protocol is meant to unblock: sites from Amazon (which blocks Muse) to airlines, Yelp and eBay are blocking or tripping up personal agents, TechCrunch reports. ## The distribution play

Whoever writes the agent–merchant handshake shapes authentication, liability and, eventually, payments for agent commerce. Meta is co-authoring alongside a commerce coalition while OpenAI and Anthropic sit outside for now. The OAuth-session model also gives businesses a way to tell sanctioned agents from scrapers — the friction behind Amazon's Muse block.

For now this is an **announcement of intent**: no published spec, no named implementations beyond the partners, and partner lists that already disagree between sources.
