> The UK government says it will create the AI Biosecurity Lab, an independent non-profit backed by £100 million of government funding and up to £200 million in commitments from OpenAI and Anthropic. Those company commitments are compute and model credits, trusted model access and technical support, not cash. Google DeepMind and Basecamp Research will also partner with the lab, which will focus first on earlier detection of biological threats and faster development of vaccines and treatments.

The headline figure for Britain's new AI biosecurity body is "up to £300mn," but only £100 million of it is government money; the rest is AI-company credits and model access, so the lab's real reach will depend on how much frontier-model time it actually gets. On **Saturday, October 24**, the Cabinet Office announced the **AI Biosecurity Lab (AIBL)**, which it says will use frontier AI to help the UK "understand, prevent, detect and respond to biological threats."

## Who is putting in what

- **Government.** The announcement says the lab is backed by £100 million of government funding.
- **OpenAI.** The government says OpenAI will provide "£100 million in compute and model credits and trusted access to its most capable relevant models through the Rosalind Biodefense programme." We covered [Rosalind Biodefense](https://timesof.ai/2026/05/openai-rosalind-biodefense-trusted-access) when OpenAI opened it to vetted defenders in May.
- **Anthropic.** The government says Anthropic will provide "up to £100 million in model credits, trusted model access and dedicated technical support."
- **Others.** Google DeepMind will partner on research collaborations and "will look to provide trusted access to frontier Gemini and specialised science models," the announcement says. Basecamp Research, a UK AI life-sciences company, will provide access to its AI-biology models and expertise.

The government calls the lab "the world's first dedicated AI biosecurity organisation." It also says it wants the lab to draw philanthropic funding over time.

## How it will be set up

The government says AIBL will be an independent, non-profit organisation, which it compares to the AI Security Institute, and supported by a scientific advisory committee whose details will come later. It says the lab is part of a National AI Biosecurity Initiative that brings together the UK Health Security Agency, the Animal and Plant Health Agency and the Defence Science and Technology Laboratory. It will also work with the Medicines and Healthcare products Regulatory Agency to prepare for health emergencies and inform regulation of AI-designed medicines.

Initial work will focus on two areas, according to the announcement: earlier detection of emerging biological threats, and faster development of vaccines, treatments and other medical countermeasures.

## The wider budget package

The BBC reported that the lab is part of Wednesday's Budget, alongside an additional £120 million for the AI Security Institute, £60 million for a "National Cyber Shield" that it said would use agentic AI for cyber defence, and £70 million for a National Exposure and Real-Time Vulnerability (NERV) Centre. AI Minister Kanishka Narayan told the BBC the lab would be a "major new global institution," adding: "That means staying ahead of emerging threats, from cyber attacks to biological risks, while building more of the critical technology our security depends on."

## Limits

- The government has not said how the company credits will be valued or drawn down over time, or over how many years the £100 million of public money will be spent.
- The BBC describes the companies' contribution as "£200m worth of AI model credits." The government's own wording is broader: credits, compute, trusted model access and technical support, with Anthropic's share stated as "up to" £100 million. We follow the government's wording.
- The BBC article also carries a quote attributed to "John Healey" about a "distinctively British approach to AI." That quote does not appear in the government announcement, and we could not confirm who said it, so we have left it out.
- The £120 million, £60 million and £70 million figures come from the BBC; the government's lab announcement does not list them, and we did not find a separate government document for them.
- The "world's first" description is the government's claim.
