> Abu Dhabi's Crown Prince witnessed OpenAI signing four agreements on November 2. ADNOC, with G42's Inception42, says it will be the first energy company to deploy OpenAI Frontier, starting with field master planning and valuing crude barrels. Abu Dhabi's government launched a pilot that turns regulations into machine-readable form for compliance checks. Mubadala signed on for investment analysis, and Inception42 signed a five-year deal. No dollar values were disclosed.

OpenAI's new Abu Dhabi agreements matter less for any single contract than for where they put its agents: inside a national oil company's planning and trading decisions and inside a government's permit checks, all running on computers in the UAE. On **Monday, November 2**, the Abu Dhabi Media Office said Crown Prince Sheikh Khaled bin Mohamed bin Zayed met OpenAI chief executive Sam Altman and then witnessed the signing of **four agreements** between Abu Dhabi entities and OpenAI, covering government, energy and investment. None of the announcements gave a dollar value.

## ADNOC: OpenAI Frontier across the oil business

ADNOC said it signed a multi-year partnership with OpenAI and G42 at the ADIPEC energy conference, and called itself the first energy company to deploy OpenAI Frontier, OpenAI's platform for coordinating AI agents across business operations. The Media Office said G42 takes part through its subsidiary Inception42.

ADNOC says the work starts with two applications. The first is field master planning: OpenAI's reasoning models would combine data from thousands of wells, multiple reservoirs and hundreds of surface facilities with cost and commercial factors to draft whole-field development plans. ADNOC says this could take hours rather than months. The second is what ADNOC calls valuing every barrel while it is still in the ground, with AI agents forecasting crude supply, demand, prices and margins across production, refining, logistics and trading.

ADNOC says the system will run on G42's sovereign AI infrastructure in the UAE, with human experts keeping oversight of consequential decisions. The deal also covers cyber defence through OpenAI's Daybreak Blue initiative. ADNOC says it already has ChatGPT Enterprise rolled out to more than 40,000 employees.

## The government: rules a machine can read

The Abu Dhabi Government and OpenAI launched what the Media Office calls a Machine-Readable Government initiative. It converts a defined set of policies and regulations into machine-readable form so AI systems can help officials with routine compliance assessments, including for permits and certificates. The Media Office says each assessment is traceable to the governing rule and officials keep accountability for final decisions.

The Department of Government Enablement leads the initiative. Its first pilot is already in production with the Abu Dhabi Agriculture and Food Safety Authority, covering food imports, and runs on GPUs in UAE data centres through OpenAI's UAE inference residency.

## Mubadala and Inception42

Mubadala, Inception42 and OpenAI signed an agreement to apply AI to investment analysis, opportunity identification and risk assessment. Separately, Inception42 and OpenAI signed a five-year agreement to support AI adoption across government, enterprise and education in the UAE.

## The money in the background

The agreements come while OpenAI is raising more capital. CNBC reported on November 2 that OpenAI is seeking up to $20 billion in a new round co-led by UAE investors, and that Abu Dhabi's MGX co-led OpenAI's [$122 billion raise in March](https://timesof.ai/2026/03/openai-raises-122b-852b-valuation). In Saudi Arabia, Aramco has [closed its 49% stake in Saudi AI company HUMAIN](https://timesof.ai/2026/11/aramco-closes-49-percent-humain-stake-2-6b).

## Limits

- No financial terms were disclosed for any of the four agreements, and none of the announcements gives a timeline for when ADNOC's two applications go into production.
- The time savings and the "first energy company" claim are ADNOC's own; we have not seen independent results.
- The Machine-Readable Government pilot covers a defined set of rules at one authority. The Media Office has not said how many regulations are covered or how errors are handled.
- The $20 billion round is CNBC's reporting; OpenAI has not announced it, and nothing in the announcements links the deals to the round.
