Released Emails: Amodei vs Pentagon on Surveillance and Autonomy
Court documents in Anthropic’s lawsuit against the Pentagon, published July 2 by the WSJ and Gizmodo, show months of email between Dario Amodei and Under Secretary Emil Michael over guardrails on autonomous weapons and domestic surveillance — including a March 4 note from Michael saying the sides were “very close.”

Corrected October 14, 2026: This article was originally dated March 6, 2026, and described court documents as unsealed in early March. The emails were released in court documents and reported on July 2, 2026. The article has been re-dated and rewritten from that reporting and from a March 4 email filed as a court exhibit on March 20.
Months of email between Anthropic CEO Dario Amodei and Emil Michael, the Pentagon’s under secretary for research and engineering, show how close — and how far apart — the two sides were before the supply-chain-risk designation. The messages were released in court documents in one of Anthropic’s lawsuits against the Pentagon and published on July 2, 2026 by The Wall Street Journal and Gizmodo.
What the emails show
- Gizmodo reports that in January Michael wrote he was “hoping that we are closer to engaging with your revised POV,” and that Amodei replied by restating guardrails against fully autonomous weapons and domestic surveillance.
- Michael called that “just not workable,” warned there was “one more chance to align on core principles that would lead to legal language,” and wrote that “there is no distinction in our world between weapons that are defensive or offensive,” according to Gizmodo.
- Amodei argued the Pentagon’s “all lawful uses” standard would not work for Anthropic because U.S. law permits some domestic surveillance, and wrote that proposed Pentagon language seemed to “completely remove our redlines,” Gizmodo reports.
- On March 4, 2026, Michael wrote to Amodei: “I think we are very close here.” He added that “the only change we would require would be ‘in accordance with’ as opposed to ‘only as permitted under.’” That email was filed as an exhibit in the case on March 20, 2026.
Limits
- This account rests on Gizmodo’s report and the March 4 email exhibit, not the full 346-page document Gizmodo posted.
- The Wall Street Journal article is paywalled; only its headline, standfirst and opening were checked.
- The emails are negotiation drafts, not a final contract or a court finding.
