Amazon’s Built Together: >$1B for Data-Center Communities and an NDA Drop

AWS CEO Matt Garman posted that Amazon will add more than $1 billion over five years — on top of existing community spending — under Built Together for U.S. data-center communities, and codified a Data Center Commitment that includes ending nondisclosure agreements with government agencies on these projects. Local permitting is now an explicit constraint on the AI buildout — and Amazon is answering with community dollars and a disclosure change, not a new compute SKU.

AWS CEO Matt Garman, in an About Amazon post, announced Built Together: Amazon will add more than $1 billion over the next five years to what it is already spending in U.S. data-center communities, with communities choosing priorities across education, job training, energy affordability, water and energy preservation, and local projects. The same post codifies an Amazon Data Center Commitment, including that Amazon no longer uses nondisclosure agreements with government agencies on these projects, will publish energy and water use annually, and will use EPA Tier 4 (or equivalent) backup generators at new sites. Garman writes that more than 100 data-center moratoriums are being considered across the country. GeekWire (October 2, 2026) matches the $1 billion figure, the NDA change, and the moratorium line, and reports Amazon told GeekWire the NDA change applies going forward and that it does not plan to revisit past agreements.

What the money buys — company-stated

Built Together pillars, per Garman: free community-college pathways and modular trade training centers; energy-efficiency grants for schools, community buildings, and homes; and flexible local funding through nonprofits and community foundations. Company estimates in the post (e.g., students reached, training-center counts, home upgrades) are Amazon’s projections, not third-party audits. The more than $1 billion is community investment, not new AI-compute capex.

The buildout-politics trade

Amazon is treating community opposition as a strategic risk to U.S. AI lead, pairing national-security framing with a spend-and-disclose package. The moratorium count is Garman’s assertion. Water, tax, and jobs figures elsewhere in the post are likewise company claims. GeekWire’s separate comparison to Amazon’s projected annual capital expense is GeekWire’s framing — not imported here as an Amazon dollar claim for this story.
