Germany Signs Industrial AI Declaration of Intent With NVIDIA; No Public Investment Figure Given

Germany's economics and research ministries signed a Joint Declaration of Intent with NVIDIA on Oct. 19 at the Invest in Germany summit, covering physical-AI models and the Industry 4.0 platform, NVIDIA and the federal government said. The government gave no investment figure, Tagesschau reported; Handelsblatt had reported a three-digit-million-euro sum before the signing.

Updated October 19, 2026: The declaration Handelsblatt reported was signed at the Invest in Germany summit. The new section directly below covers it; the earlier report follows, unchanged except that its headings now sit under a dated section.

October 19: the declaration is signed

Germany's Federal Ministry for Economic Affairs and Energy and its Federal Ministry for Research, Technology and Space signed a Joint Declaration of Intent with NVIDIA on Monday, October 19 at the Invest in Germany summit in Berlin, NVIDIA said. The declaration commits the two sides to a joint initiative on advanced AI models for physical AI and formalizes NVIDIA's work with the government's Industry 4.0 platform. The government's stated aim, as quoted by NVIDIA and Tagesschau, is to "systematically bring industrial AI into widespread use and to establish a state-of-the-art industrial AI ecosystem in Europe."

The government gave no figure for any investment under the cooperation, Tagesschau reported. Citing a media report, it said the government intends to back the project with a three-digit-million-euro sum, partly to rent computing capacity in Deutsche Telekom's AI cloud. NVIDIA says it invested almost $1 billion in Germany last year, according to Tagesschau.

Jensen Huang also announced planned NVIDIA investments in four German startups, Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace, without giving amounts, NVIDIA said, as part of a nearly $10 billion commitment across Europe. Chancellor Friedrich Merz urged smaller manufacturers to "open your doors for AI to make use of your data," according to NVIDIA's account.

Limits of the October 19 update

  • The declaration's text was not read; its contents are as NVIDIA and the government describe them. The three-digit-million-euro figure is still a media report, not a government number. Tagesschau's German text was translated by us.

Earlier report: Handelsblatt's October 15 account

Germany's government plans a wide-ranging cooperation agreement with NVIDIA to boost AI adoption in German industry, Handelsblatt reported on Thursday, October 15, citing people familiar with the plans, according to Reuters via CNA.

The deal would have two aims, according to the report: a foundation for physical AI used to train robots and self-driving vehicles, and high-performance AI models for industry. Reuters says it would involve investments in the hundreds of millions of euros and build on the SOOFI sovereign open-source foundation-model project. Deutschlandfunk, summarizing Handelsblatt, says the government is prepared to invest a three-digit-million-euro sum, that NVIDIA would send engineers and supply chips, and that about a dozen German companies would take part, including Siemens, Audi and Black Forest Labs.

Chancellor Friedrich Merz and NVIDIA chief executive Jensen Huang plan to announce it on Monday at the Invest in Germany conference in Berlin, Deutschlandfunk reports. No comment was immediately available from the government, Reuters said.

Limits
