Claude Fable 5 Returns Globally After Export-Control Lift

- Mythos 5: Access for a set of U.S. organizations (June 26 approval); expansion of Project Glasswing partners still in progress.
- Arc: Launch June 9 → global disable June 12 → partial Mythos thaw June 26 → full lift June 30 → general Fable restore July 1.
