ChatGPT Ads Hit 31 European Markets — First Continental DSA Test

OpenAI said ChatGPT Ads will expand next week to 31 European countries including Germany, France, Spain, and Italy — still Free and Go only — after the February U.S. test and the August 11 five-market international launch. Self-serve Ads Manager follows later this summer.

Free/Go ads are how OpenAI pays for Luna-priced consumer access without putting Plus on a billboard. Thirty-one EU markets is the first time ChatGPT Ads has to live under DSA at continental scale.

OpenAI said ChatGPT Ads will expand next week to 31 European countries, including Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria. Ads remain Free and Go only; Plus, Pro, and Enterprise stay ad-free. Initial access is via OpenAI’s Ads Solutions team, agencies, and tech partners; self-serve Ads Manager comes later this summer. Standing rules: ads labeled, separated from answers, do not influence model output, conversations private from advertisers. OpenAI calls this its largest expansion after the February U.S. test and eight additional markets.

What changed vs August 11

Item Aug 11 (five-market international) Aug 18 Europe
Markets UK, Mexico, Brazil, Japan, South Korea 31 European countries
Timing Live that day Next week from Aug 18
Tiers Free / Go Unchanged
Self-serve Not the story Ads Manager later this summer
Platform extras named today Prior CPM/CPC Conversion optimization, geo-targeting, custom audiences, OpenAI Pixel, Conversions API

Do not dual-file the UK from Aug 11 into this slug. UK already launched; this is the Schengen-scale wave. “Tens of thousands of marketers” is OpenAI’s cumulative claim, not a Europe-only census.

Limits

  • “Next week” is not a country-by-country GA date.
  • DSA/ad-transparency enforcement in the EU is not addressed in the post.
  • Whether Plus churn spikes and whether European advertisers buy conversion optimization or wait for self-serve are open.
